THE NATIONAL COUNCIL for Peace and Order should replace the country's subsidy system, including the rice-pledging policy, with a welfare system that would cover all people and the poor in particular, Nipon Poapongsakorn, a distinguished fellow at the Thailand Research Development Institute, said yesterday.
An administrative system should be set up to run the social welfare programme. The value-added-tax could be raised from 7 per cent to 10 per cent to finance it, he said.

Subsidies to support the former government's populist policies have been realised as dangerous and leading to possible political problems.

Government support for the prices of rice and other agricultural products will distort the market mechanism and require a huge budget. Not only poor farmers, but also everyone, including the rich, will get those subsidies from the government.
Natuerlich waere soetwas aus westlicher Sicht zu begruessen.
Aber ich bin der Meinung dass dies in Thailand derzeit nicht moeglich ist.
Erstens wegen der Mentalitaet der Leute.
Gaebe es in Thailand soetwas wie Hartz 4 waeren 80+% der Bevoelkerung
darin.
Da hier nur relativ wenige in ordentlichen Arbeitsverhaeltnissen arbeiten.
Ausserdem wuerden Korruption und Missbrauch den erwuenschten Effekt
verhindern.
Eine generelle Erhoehung der VAT faende ich auch nicht gut weil sie
nur die relativ Armen trifft.
Eine Erhebung und auch Eintreibung von Einkommenssteuern die aus
nicht konsumptiven Geschaften entstehen waere m.E. viel effektiver.
Ich erinnere nur an Abhisits Grundsteuer die von Thaksin sofort gekippt wurde.
Eine solche Steuer wuerde die Immobilienblase in Thailand zum platzen bringen
und die enormen Leerstaende verringern.
Ausserdem zahlen Markthaendler ueberwiegend garkeine Steuern.
Auch wenn sie Millionen verdienen.

A question most people want National Council for Peace and Order (NCPO) leader Prayuth Chan-ocha to clarify is how long it will take to bring the situation in the country back to normal and when the night curfew will be totally lift, according to Suan Susit Poll.

The poll was conducted on 1,434 people throughout the country between June 3-7 to know what they want Gen Prayuth to tell.

The question raised by the highest number of respondents, or 89.34%, is for how long it will take to solve the country's problems and bring the situation back to normal and when the night curfer will be totally lifted?

The other questions are as follows:

- Will there be an election and when? (45.59%)

- How will the NCPO work to achieve reforms and solve the existing conflicts? (82.95)

- How will the NCPO solve energy-related problems such as high prices of gas, fuel and electricity and prevent consumers from being taken advantage of by business operators? (80.33%)

- How will the NCPO handle cases related to political offences, lese majeste and corruption ? (78.32%)

- How will the NCPO solve economic problems, create public confidence, spur trade and investments and prepare to enter into the Asean Economic Community? (78.11%)

- How will the NCPO do to ensure educational reforms and increase people's opportunity to get education? (77.30%)

- How will the NCPO help farmers particularly over rice prices and debts? (76.28%)

- How will the NCPO cope with problems over safety in life and property, unemployment, drugs, etc? (75.27%)

- What makes Gen Prayuth feel the most uneasy in this situation and will he take the prime ministership? (68.25%)
Die Fragen sind aller berechtigt und Prayuth muss Antworten daruaf finden.
Dies geht aber nicht ohne mitmachen der Bevoelkerung!
Die Mehrheitsbeschaffer sollten nicht vergessen dass sie selbst eine
Mitschuld an dem schlimmen Zustand des Landes haben,
weil sie mit absoluter Mehrheit ein inkompetentes Regime
gewaehlt haben welches keine dieser Probleme angegangen ist!
Jetzt soll Prayuth alles richten?
Damit sie hinterher wieder Thaksins Marionetten waehlen koennen
und der Betrug weitergehen kann!

The mission to bring order to the transport services stems from public complaints about overly expensive fares and vehicles blocking traffic flows. The National Council for Peace and Order (NCPO) is responding as part of its "return happiness to Thai people" policy.

A source in the Army's operative team said operators of motorcycle taxis, van and taxi services had raised issues of their own too, including: demands on them for "protection fees", their requests for more relaxed traffic laws, and illegal motorcycle-taxi stands.

Besides urgently summoning transport operators to talk at length, the Army will join police in bringing order to traffic-law enforcement, the source said. A four-party committee comprising transport-service operators, Army personnel, police and the Land Transport Department will be set up to compile problem-solving recommendations to the NCPO-assigned working committee, the source said.

In a second phase, a to-be-established national legislative assembly, would amend transport-related laws, the source added.

The four-party committee would also discuss legal points and initially tackle fare rates, the traffic-law problems of taxi drivers, and the fee-demand practices of extortionists they called "influential figures". Army officers in respective areas would supervise the tackling of these issues, the source added.

Responsible Army units - especially in the problematic areas - have gathered much information already, according to Theerachai's instructions, the source said.

"Many units had reported details about who runs which taxi stands. The area commanders will invite the operators in question to talk at length."

Besides urging operators to observe traffic laws, the area commanders would look into why fares had been raised. Any new price rates should be according to law.

Taxi Motorcyclists' Association chairman Chalerm Changthongmadan said he had provided information on June 9 Monday to the Army about profit-involved parties and other related issues. He claimed only 150,000 of the 200,000 motorcycle-taxi stands were legal.

He said the so-called "influential figures" had survived previous crackdowns and ran these new ones to cheat customers. If their actions were disputed they would threaten or assault legitimate operators. He said taxi motorcyclists from these illegal stands usually overcharged passengers.

Chalerm asked the Army to act against illegal operators; to deal with taxi motorcyclists who made their vests without permission and split rent money with influential figures and crooked officials; and to reduce the time for background checks for public-transport licences to one month, instead of three.

The taxi motorcyclists wear the vests with a number to identify themselves and their stands. Each vest concession fee can range from Bt30,000 up to Bt100,000, depending on the location and number of passengers.

Besides the profitable taxi-motorcyclist vests, many stands also charged a motorcycle-rental fee worth hundreds to thousands of baht a month - some of which is reportedly paid as "protection fees" to officials.

The "fee" collecting was confirmed by a source at a state agency team working to counter extortionists, who said a small motorcycle-taxi stand paid Bt2,000-Bt3,000 a month - while a large one paid Bt5,000-Bt6,000. The operators formed an association to complain about such "fees" but were threatened with stricter law enforcement, intended to pressure them to continue paying the fees, the source said.

Public transport vans have their "fees", too. A small stand paid Bt15,000-Bt20,000 a month while a larger one Bt30,000-Bt100,000 - and operators had to pay an extra amount at both ends of the journey, the source said.

There were also along-the-way fees paid in thousands of baht.

Such payments were collected by uniformed figures, hence the operators had to collect the money from their van drivers.

These figures could control the number of vans using a route, too, he added.
Es ist viel zu schoen um wahr zu sein!
Wer wie ich in den letzten 9 Jahren ausfuehrlich den Betrug
und die Erpressung im oeffentlichen Personenverkehr miterlebt
hat, kann nicht glauben dass die einzig genuine Thai Business Idee
des Mitkassierens ohne eigene Leistung ploetzlich effektiv bekaempft werden soll!
Ich habe dies auch erstmals so deutlich in ein Thai Zeitung
beschrieben gesehen.
Deshalb habe ich den ganzen Artikel aus der Nation hier reinkopiert.
Tatsache ist dass aufgrund Lug und Betruges die Nutzer teilweise
ueberhoehte Preise bezahlen muessen, aber dass viel gravierender
die Transportsicherheit erheblich gefaehrdet wird da es uebehaupt
keine wirkungsvollen Kontrollen mehr gibt.
Sollte es der Junta gelingen diesen Sektor zu saeubern waere
dies ein grosser Erfolg welcher viel Zustimmung in der Bevoelkerung
finden muesste.
Natuerlich nicht bei denen die mitkassieren!

GENEVA - Perpetrators of forced labour, which affects an estimated 21 million people globally, will be punished in most countries under a UN treaty clinched on Wednesday, despite being snubbed by Thailand and nearly all Gulf countries.

.......An ILO study revealed a problem in Thailand of forced labour in the agriculture and fishing industries among others as well as among domestic workers, often involving migrant workers from Myanmar, Indonesia and Bangladesh, Ms Andrees said.

Thailand's new military government was the only government to vote against the treaty at ILO's annual ministerial conference, ILO officials said.

Da muss Prayuth sich erklaeren!
Ich kenne dieses Problem aus 2 Varianten:
Die Burmesischen Fluechtlinge die in Phayao zur Feldarbeit benutzt wurden
und die Rohingyas die von unseren "Fischern" fuer die Drecksarbeit
benutzt werden.
Beide haben "Rote" Arbeitgeber.
Weshalb sollte Prayuth dies decken?

weil Payao und der Norden tiefrot sind - also somit sind auch die Arbeitgeber Rothemden. Gelbhemden-Firmen würden hier nicht sehr alt werden.
