The drive to equality

On Jan 9, the Abhisit Vejjajiva administration will officially clarify the details of its Pracha Wiwat welfare scheme, which it calls an effort to solve inequality in Thai society, but others view it as a populist policy to gain votes in the coming election.

The prime minister calls Pracha Wiwat a New Year gift to the Thai people, but concern is emerging as to the cost to the fiscal budget.

Government officials working with the international consultancy McKinsey gathered information on the needs of low-income people, resulting in the recognition of five urgent tasks.

Foremost is lowering the cost of living for low-income residents and those not in the social security system. Finance Minister Korn Chatikavanij said that well-designed measures could lower their costs by 10 billion baht a year, benefiting more than 10 million people.

Much focus is on whether the government will make the temporary measure of subsidising utility bills and mass transport fees for low-income consumers permanent, as it would have a major impact on the fiscal budget in the long run. Currently many government buses are free and households consuming fewer than 90 units a month receive free electricity.

Prices for farm products such as eggs are also a concern related to cost of living, and Mr Korn said any solution would not distort the market mechanism but rather improve competitiveness for cooperatives so they can survive in a market dominated by a few large players.

The government also wants to assist taxi drivers, motorcycle taxi drivers, vendors and others not covered by the social security system by offering low-interest loans through state banks to allow drivers to own their taxis for a low down payment and no collateral, for example. The state banks have a budget of 5 billion baht for these loan packages.

Another challenge the government has pledged to address is exploitation of low-income or informal workers, many of whom are forced to pay police officers and mafia figures approximately 1,000 to 3,000 baht per month.

There is also a proposal to set up a social security system for the informal sector by describing these occupations as freelance and basing their social security payments on their level of income.

For people living in rural areas, the government has pitched the idea of issuing community land title deeds by purchasing unused land or taking over unused state land for low-income farmers to make a living on. Transfers of these lands would be prohibited.

Mr Abhisit is said to be sifting through the proposals before offering his "gift" later in the month.

Harbor Department announces a freeze on public boat fares
BANGKOK, 3 January 2011 (NNT) -The Director General of Harbor Department has announced a freeze on public boat fares, adding the policies would apply to all Chao Phraya and Sansab Express Boats, as well as the ferry .

Director General of Harbor Department Tawanrat Onsira has revealed that even though the price of diesel oil has gone up to 29.69 baht per liter, the Department has decided to maintain the fares for Chao Phraya Express Boat, Sansab Express Boat,and ferry boat at present rates. The fares will be reconsidered if diesel price reaches 30 baht a liter.

The current fare rate for Chao Phraya Express Boat, known as the yellow flag, is 15 baht per trip; 20 baht for the yellow one; and 10-15 baht for regular boats. Sansab Express Boats fares is ranging from 10 to 22 baht.

Mit einem ambitionierten Reformplan will Ministerpräsident Abhisit Vejjajiva die Lebensqualität der Bevölkerung verbessern und den Kampf gegen die Korruption verstärken. Er verspricht eine verantwortungsbewusste Regierungsführung und hofft auf die Kooperation aller Gesellschaftsschichten. Der Plan hat vier Schwerpunkte: Wirtschaftsförderung, höhere soziale Leistungen, gerechter Zugang zu Bildung für alle und ein besseres Rechtssystem. Der Premier sieht seine Reform auch als einen wichtigen Schritt, die Spaltung der Nation zu überwinden.

Borrowers must form groups to tap loans

The government's new assistance programme for low-income earners will rely on state-owned banks and the Social Security Fund, according Sungsidh Piriyarangsan, an academic who played a key role in drafting it.

State banks' regulations will be amended to enable them to lend to this income bracket without collateral but under certain conditions. First, the borrowers must form a group, based perhaps on occupation, that would function more or less like a savings co-operative. The group could then borrow on their members' behalf, and the chances of their getting more loans in the future will depend on their financial records with the group.

The target groups include taxi drivers, motorcycle taxi drivers, vendors and other informal workers.

The government will likely create a benchmark to measure the creditworthiness of borrowers based on the strength, financial discipline and management of their groups. State banks may charge the minimum lending rate, but the group may add a small margin as a management fee when it relends to its members.

With the new lending facility, a taxi driver who borrows from the Bank for Agriculture and Agricultural Cooperatives to buy his own car may have to repay the equivalent of only 350 baht a day. By comparison, he must pay 800 baht in rent today and will not even own the car.

The difference of 450 baht per day means considerably more money in his pocket, Assoc Prof Sungsidh said.

Since its announcement, the programme, called Pracha Wiwat, has been met with some criticism. Critics deride it as yet another politically motivated policy that could plunge state-owned banks into losses and increase expectations for state handouts.

But Assoc Prof Sungsidh said in an interview with the Bangkok Post that the programme aimed to improve people's choices while minimising impact on the state-owned banks.

He said the initiative was a response to suggestions the government gathered from its "6 days and 63 million ideas" workshop held last July. Chief among the troubles faced by people today is exorbitant interest charged by loan sharks, which have kept the poor immobilised and in a permanent state of indebtedness.

It also ranked high in a recent survey by the National Statistics Office on 100,000 households.

In any case, the details of the programme will be finalised by Prime Minister Abhisit Vejjajiva this week before he announces it on Sunday. Essentially, borrowers need to open accounts with state-owned banks and start saving for a certain period, before they can borrow.

"We expect the requirement of grouping will create peer pressure and monitoring for the financial pool that would be used for their emergency needs like medical treatments of their family members. The banks would ensure that the borrowers showed good financial discipline for a few months before starting lending to them," said Assoc Prof Sungsidh, who is chairman of office of the PhD programme at Chandrakasem Rajabhat University.

Demand for loans will primarily come from existing cab drivers. Some 10,000 of the 96,000 taxis in the city are more than nine years old and will need to be replaced next year, in addition to about 1,000 cars whose service life ended last year, he said.

The peer-pressure concept will also ensure an effective preliminary screening and monitoring by members. A taxi driver who will be accepted to a group must have a genuine track record extending for several years.

When he borrows, his down payment may be on a sliding scale based on his years of service.

"If he defaults on the loan, this means he has given up the occupation completely after many years [because he will find it very hard to join other groups]. We expect the group to take care of one another in case anyone has missed an instalment," Assoc Prof Sungsidh said.

Apart from loans, the programme aims to get rid of extortion by state officials on the so-called informal workers by improving cooperation among agencies in granting registrations.

Motorcycle taxis would be properly registered as taxis and receive licence plates, so they would no longer have to pay 3,000 to 4,000 baht in tea money to operate.

Likewise, city hall would draw clear yellow lines on pavements to allocate selling space for small vendors, who would no longer have to pay 5,000 to 6,000 baht a month in kickbacks to city police, Assoc Prof Sungsidh said.

The programme would also help to reduce district crime rates and provide transport means to workers on night shifts. Informal workers entitled to the programme include security guards, cleaners and night entertainment workers, he said.

Laws will also be amended to allow informal workers to register with the Social Security Office with affordable contribution rates so that they are entitled to its health care and pension benefits.

The legal amendments might be done in a few months in the form of royal decrees to give the fund more flexibility. Millions are expected to be able to join, Assoc Prof Sungsidh said.

He pointed out that the government's welfare policies are different from the populist policies originated by former prime minister Thaksin Shinawatra in that they would be created under a sustainable framework based on consultation and legal support.

"We expect this to be a form of social welfare, not state welfare. If people want access to [public] services, they could group together based on occupation," he said.

Patamawadee Suzuki, dean of Thammasat University's economics faculty, said a key concern is that the programme might increase people's expectations for state assistance.

"We no longer hear the government telling people to tighten their belts like before. We hear only what help it will give them," she said.

For sustainability, the government should seriously pursue tax reforms to be able to finance welfare costs and improve the quality of education rather than improve people's consumption in the short term, she added.

Huge welfare package 'To reap its own rewards'

Prime Minister Abhisit Vejjajiva will announce a set of nine policies under the Pracha Wiwat welfare scheme today aimed at addressing social inequalities and helping low-income people and those who fall outside the social security network.

The prime minister will explain the details of the scheme during his weekly television broadcast today.

Finance Minister Korn Chatikavanij said the Pracha Wiwat scheme is expected to benefit more than 10 million people and will generate "economic added value" worth more than 26 billion baht.

The project will cost only 2 billion baht a year and this will have little impact on the budget for the next two years.

Mr Korn said the measures include reforming the Social Security Act to extend social security to non-mainstream workers as stipulated by Section 40 of the law, and supporting the planned national savings scheme under the Social Security Fund.

Mr Korn said the national savings scheme is a top priority, and the government will table details to parliament which reconvenes on Jan 21 to push for its passage into law this year.

Government spokesman Buranat Samuttharak said the Pracha Wiwat welfare scheme can be implemented immediately after it is endorsed by the cabinet on Tuesday. He said the policy, which is part of the government's national reform programme, would "put billions of baht into ordinary people's pockets" through the promotion of land ownership, reductions in the cost of living, a welfare scheme for labourers in the informal sector, and anti-corruption measures.

The priority will be to lower the cost of living for low-income workers and those who are not covered by the social security system.

Non-mainstream workers including motorcycle and taxi cab drivers, vendors and farmers will get easy access to low-interest loans from government banks.

Mr Buranat said the government would implement a welfare scheme for children aged three to five to ensure they have access to day-care centres nationwide.

He said the government would also resolve land ownership problems. Mr Abhisit will chair a national body to address the issue.

Low-cost Baan Mankong houses will go up to accommodate 50,000 families in rural areas.

The government will give children more education opportunities and improve their vocational skills. Disabled children will be given access to 15 years of free education.

Measures to reform the justice system are also planned. Community justice centres will be set up across the country to ensure residents are treated fairly.

Das ist Wahlkampf, wie ihn die Mehrheit in Thailand will. Diese Verdreher sollen einfachmal Thai-TV kucken, dann wissen sie was die Leute wollen.

Mit dem Wohlfahrtspaket werden ueber 5 Mio Menschen erreicht. Man sollte davon ausgehen koennen, das waren alles potenzielle "rote" Waehler.

Mindestens nochmal soviel von den ehemaligen PT-Anhaengern, sind gefrustet und unentschlossen und werden wahrscheinlich nicht waehlen.

Natuerlich sind auch die Nachrichten ueber aufgedeckten Wahlbetrug abschreckend.

Wieviel andere Parteien davon "abschoepfen" koennen ist nicht klar, aber alleine schon die Wahlverweigerung wird Thaksins Ergebnis tief in Keller ziehen.

Weiss nicht mehr wieviel Isaaner Waehler es gibt? > 25 Mio??? Die haben aber noch nie (!!) alle Thaksin gewaehlt!

15-20% sind nicht waehlen gegangen. 15-20% haben andere Parteien haben andere Parteien gewaehlt.

Es waren also etwa 15-17 Mio Waehler. Komen auch noch roter Waehler aus anderen Bereichen dazu, also 20-22 Mio.

Wenn da jetzt der Grossteil der sozialSchwachen abgeht und natuerlich all die, die das Bestechungsgeld genommen haben, steht Thaksin vor seiner groessten Blamage! Deswegen sucht er ja auch so dringend einen Vertereter, den er opfern kann.

Scheint aber bis jetzt keiner bloed genug zu sein oder dei Bezahlung reicht nicht aus. :mrgreen:
