The acting chief of Huai Khwang police station and three other senior officers were on Sunday transferred to inactive posts pending investigation after soldiers raided a gambling den and caught 32 gamblers on Saturday night.

The four police officers are Pol Col Nakarin Sukontawit, the acting station chief; Pol Lt Col Prapoj Anusiri, an acting deputy chief for crime suppression; Pol Lt Col Jeerapon Prapanchan, an acting deputy chief for crime investigation; and Pol Lt Gen Surayut Mekmungkorn, a police inspector in charge of crime suppression.

The transfer order was signed by Pol Lt Gen Sanit Mahathavorn, commissioner of the Metropolitan Police Bureau. It transferred the officers to the MPB’s operations centre for 30 days, effective immediately, or until further orders.

Fifteen soldiers from a peace-keeping task force raided an entertainment venue named Carnation on Thiam Ruam Mit road in Bangkok’s Huai Khwang district at 9.30pm on Saturday after they received complaints from residents in the area that the place was being used for playing a high-low dice game.

The team rounded up 32 gamblers and seized 180,063 baht in cash, three sets of gambling equipment, a 9mm handgun, and five communication radio sets.

The first two of the four officers facing transfer were originally attached to the MPB’s Division 1 and Samsen station. But they were moved to Huai Kwang temporarily after the Huai Khwang station chief, a deputy station chief, and two police inspectors were abruptly transferred to inactive posts pending an investigation that followed a raid on Nataree massage parlor on Ratchadaphisek Road in June in which more than 120 sex workers were detained.

The four officers relocated in the Nataree massage parlour scandal have not yet been reinstated.

In jeder halbwegs seriösen Polizei würden wirklich Köpfe rollen,
Warum wohl?

Critics are demanding city police chief Sanit Mahathavorn give up his job as adviser to major alcoholic beverage producer Thai Beverage Plc, after he declared he receives a monthly payment of 50,000 baht from the firm.

The payment is shown in Pol Lt Gen Sanit's list of assets and liabilities that he recently declared to the National Anti-Corruption Committee (NACC) as a member of the National legislative Assembly (NLA). The record shows he began receiving the monthly stipend last year.
The news from the NACC was released in the middle of a long holiday weekend, when it is guaranteed to attract the least possible notice.

Somchai Armin, chairman of the Lawyers Association for Rights and Environment Protection, called on Pol Lt Gen Sanit to resign from the advisory role as it represents a conflict of interest.

Mr Somchai provided no reason for failing to call for Pol Lt Gen Sanit to resign from the police.

Pol Lt Gen Sanit was not available for comment as of the press time Sunday and it is not clear what advice he has offered to the firm.

What the officer is doing conflicts with good governance and transparency practices, Mr Somchai said. "This senior officer is serving as an adviser to ThaiBev when it is his duty to ensure enforcement of the Alcohol Control Act and other related laws," he said. All alcoholic beverage companies must be reined in by the act, and the law will be harder to enforce if there is any interference or conflict of interest, Mr Somchai said.

If high-ranking officials are allowed to do this, those occupying lower ranks would follow suit, he said.

He said he is sure other officials also take up positions in private companies which have not yet been disclosed.

"Although this is not illegal, before taking up any position, officials must use their discretion to do the right thing and uphold ethics," Mr Somchai said.

Civil servants, particularly high-ranking executives, must set a good example so they are not a subject of criticism, he added.

Citizens still waiting for reform of rotten police force
December 14, 2016
Thai police officers found to have committed illegal acts are typically shunted to a new post instead of being stripped of their rank and tried in a court of law.

Worse, some of these criminals in uniform have been “recycled” through the police force again and again. And worse still, some have been promoted to more powerful and important positions.

This is the most deplorable and seemingly illegal act that could occur in any national law-enforcement force. And it is the chief reason why the Thai police force is one of the most ineffective and corruption-plagued forces in the world.

Law-abiding Thais are still waiting for the Prayut Chan-o-cha government to recognise this social malady, and begin reforming the police in a serious manner.

The Metropolitan Police Bureau (MPB) wants to annul admission exam results as it is suspected many applicants cheated.

A selection committee and representatives from police agencies mostly agreed to "nullify the exam results", said MPB chief Sanit Mahathavorn, who chaired their meeting on Friday.

National police chief Chakthip Chaijinda will be asked to have the final say, Pol Lt Gen Sanit said.

Police investigators suspect some applicants who are studying at top departments of universities might have been involved in the scam, giving the correct answers to other applicants. The test was used to hopefully recruit 1,000 people to be trained as police officers.

A total of 13,285 people applied online to sit the exam on Dec 4 last year. About 1,800 of them passed the written exam and had already passed physical tests. They were having their qualifications checked by judges to make the final selection when the alleged cheating was detected.

An initial check found no flaws in steps to prepare the exam paper and its distribution, acting deputy national police chief Pol Gen Detnarong Sutthichanbancha said, citing the Police Education Bureau.

A probe was subsequently launched to focus largely on an exam cheating gang among the applicants.

A check on the answer sheets of 50 applicants with the lowest scores found some of their answers did not seem to match with the remainder of the test.

Some scored as low as 13 out of 150 even though this group of applicants had an adequate educational background, Royal Thai Police deputy spokesman Songphon Watthanachai said.

A closer look at their exam papers found some maths calculations and correct answers which were written in "unusually large letters and numbers" which could be seen from a long distance, Pol Maj Gen Songphon said.

The Royal Thai Police (RTP) has confirmed that metropolitan police chief Sanit Mahathavorn is not violating police rules by holding an advisory role with a major alcohol conglomerate.

Pol Lt Gen Sanit has been receiving a monthly payment of 50,000 baht from Thai Beverage Plc as an adviser to the firm since 2015, according to his assets declared to the National Anti-Corruption Commission (NACC).

Police deputy spokesman Piyapan Pingmuang said Wednesday that based on the RTP's rules, police officers are not prohibited from holding an advisory role in a company. However, it is up to Pol Lt Gen Sanit himself to explain whether advising an alcohol beverage producer could be seen as a breach of ethics, Pol Maj Gen Piyapan said. This is his personal issue and he may have to decide what to do himself, the deputy spokesman added.

Prime Minister Prayut Chan-o-cha is set to exercise his special Section 44 powers under the interim charter to tackle the scourge of "position buying" in the police force.

Gen Prayut admitted there have been many allegations of position buying in the force involving huge amounts of money and the government is preparing to tackle it by restructuring the Royal Thai Police reshuffle procedure.

In principle, supervisors at all levels, from the bottom at the provincial police commander rank to those holding middle and top posts, should have a say in appointments in their areas and the national police chief would make the final decision, said the prime minister.

in ihrem ungesetzlichen Tun unterstützen!

Da lag ich wohl wieder mal daneben!
Er hat es zwar publik gemacht, aber:
Both the chief of Bangkok police and the nation’s largest beverage company failed to respond to a state watchdog’s demand they clarify their financial relationship.

Sanit Mahatavorn and ThaiBev were given a week to explain whether Sanit was still a paid adviser to the company, which produces alcohol under the Chang and SangSom brands. The deadline expired Thursday.

The secretary-general of the state ombudsman’s office, Raksagecha Chaechai, said Thursday that his organization would have to discuss its response, saying it could choose to renew its request to both parties.

“If it’s necessary for them to gather documents, they could ask to extend the deadline,” he said Thursday. “But if they neglected to respond, they might not know that’s a criminal offense.”

Failing to comply with the ombudsman is a crime punishable by up to six months in jail and a 10,000 baht fine, Raksagecha said.

The request was made public on Jan. 25, but the seven day timer didn’t start until Jan. 26 when Sanit and ThaiBev received notification, Raksagecha said.

The request came after it was disclosed that Sanit, who was appointed chief of the metropolitan police in October, had been receiving 50,000 baht every month from ThaiBev since 2015. ThaiBev, one of the nation’s two major brewers, said he was employed as a consultant.

His total annual remuneration is 1,425,600 baht per month, according to financial disclosures filed with the National Anti-Corruption Commission, or NACC.
Was verdient eigentlich ein kommunaler Polizeichef in DACH?

National police chief Pol General Chakthip Chaijinda on Monday said he ordered investigation into a photo which showed senior Immigration police officers with a Lao drug lord, Xaysana Keopimphan.

The order is to find out how and why those three Immigration police posed for photo with Xaysana who is now in police custody on drug related charges.

Chakthip said he has not yet seen the photo but was already informed about it.
55555!

in Thailand.

CHON BURI - A superintendent of Nongprua police station has explained why members of the public wanting to file complaints at the station on Sunday between 9.30-11pm did not meet any officer but were greeted by two young civilians instead.

Pol Col Jirawut Tanwtasri on Monday said there were two officers handling public complaints on Sunday night -- one in charge of investigation tasks and the other a police blotter -- and that the absence of the officers complained by the public was coincidental.

The first officer left the office at 9.30pm to investigate a car break-in along with a team of investigators and the car’s owner. All of them returned at 11pm with a witness.

The investigators then questioned the car owner and a witness in an inquiry room in the back of the station building while the first duty officer went to search for documents in a second-floor room.

During that period, Pol Col Jirawut said the second duty officer had sudden high blood pressure symptoms and had to see a doctor. He then asked a woman, who was a former student trainee at the station, to stay at his desk temporarily until he returned.

On late Sunday night, residents in Bang Lamung district including a foreigner were left scratching their heads trying to figure out why they could not see a single police officer at the three-storey Nongprua station.

Local media reported that they met a woman and a man in their early 20s sitting behind two computers at complaint desks. Footage of a television channel showed the former student trainee told a reporter and residents that "the duty officer went out for a meal".

She also said she could handle complaints about petty offences such as theft while the officer was away.

Returning home disappointed were a man who wanted to report a car break-in, a group of people wanting to bail their relatives arrested earlier in the evening for illegal betting and a foreign man who arrived on a motorbike taxi but his business with the Thai police was not known.

The group left the station after they felt they had waited too long.

The incident has drawn public attention after it was reported on midnight news of some TV channels on Sunday, as well as in social media.

Pol Col Jirawut said he had talked to all station officers to prevent a repeat of the incident. He appealed to the public for understanding, citing a lack of manpower and that most of his station officers were old.

Pol Lt Gen Jitti Rodbanyang, the Provincial Police Region 2 commander, on Monday said he had stressed to the Nongprua police chief to ensure public services were available at all times.

“At Nongprua, [the problem occurred] because a duty officer went to a crime scene and another went out for a meal,” Pol Lt Gen Jitti said, contradicting Pol Col Jirawut's account.
dies enfach so hinnimmt so muss man fragen was diese Militärdiktatur eigentlich noch hier will?
