Wenn man wie ich der Meinung ist, dass gerade ein Land wie Thailand
eine ordentliche Polizei brauchte hat wenige Erfolgserlebnisse.
Auch und gerade in dieser "guten" Militärdiktatur die angetreten war
diese thailändische Polizei zu reformieren.
Da hilft es schon wenn man ab- und zu einmal solche Artikel
in Thai Medien lesen kann:

The latest police reform, proposed by the current regime's subcommittee, has created fuss and puzzlement rather than hope for positive change.
The draft recommends a few major changes -- a switch in the supervisory line, by moving the supervision of the Royal Thai Police (RTP) from the Prime Minister's Office to be under the Ministry of Justice; substantive pay rises for all police officers; and a rejig in the job description of the national police chief.

These proposed changes are not going to make the RTP a better crime-busting body. They fail to address the crux of the problems facing the RTP, where more than 220,000 personnel provide crime control and public order maintenance services to the Thai public.

Abuses of power, corruption, bribery and flaws in the police's law enforcement have repeatedly prompted calls for reform. Yet, none of the past governments had taken the matter seriously.

With the new constitution requiring that police reform must be made within a year, the current military regime needs to act more swiftly to change the way the police force operates and offer a better version of reform which will translate into better protection for Thai people.

While the main purpose of bringing the RTP under the jurisdiction of the Justice Ministry was to ensure improved integration and cooperation among the various branches of the judicial system, it will not improve transparency and efficiency in the police force itself.

Many Thais have lived under fear of falling prey to police abuse. Their flawed handling of many criminal cases has put many innocent people in jail. Claims of forced confessions and torture made by alleged criminals have not been properly scrutinised. This signals a need for a rejig in the criminal justice administration of the RTP.

The RTP has too much authority. It is in charge of the entire process of handling criminal cases from investigation and making arrests, to interrogation and filing charges. It has been allowed to do so without proper checks and balances. This has made police work highly vulnerable to abuses, interference and promotion incentives. A police officer, who can quickly wrap up a high-profile case and file charges against suspected wrongdoers can expect promotion as a reward.

wo Willkür und Anarchie herrschen!

Allerdings ist diese Militärdiktatur offensichtlich nicht bereit die notwendigen Massnahmen zu ergreifen.

Unser "guter" Militärdiktator macht ein böses Gesicht lässt weiterhin seine Kritiker wegen LM enkerkern
und überlässt Thaksins kriminellen Misthaufen weiter sein Geschäft mit der Kriminalität machen.

Prime Minister Prayut Chan-o-cha vowed Tuesday to take tough action against any police officers found guilty of involvement in position buying within the police force.

He was responding to claims by former Democrat MP Witthaya Kaewparadai that the practice was rampant in police transfers and promotions last year.

Gen Prayut thanked Mr Witthaya for drawing attention to the issue and providing information on it, saying he has received many complaints about corruption of this kind.

"This time, [those responsible] must be caught," Gen Prayut said.
Guter Witz! Wenn er bei Thaksins Privatarmee etwas ändern wollte, müsste er oben anfangen
und sich nicht mit Bauernopfern begnügen.
So rennt er nur vor der eigenen Verantwortung davon und ruft "Haltet den Dieb"!
His remarks come as Pol Lt Gen Thesa Siriwatho, the chief of Provincial Police Region 8, was recently transferred to an inactive post pending an investigation into his alleged role in position buying.

Deputy Prime Minister Prawit Wongsuwon, who oversees the Royal Thai Police, said Tuesday there were reasonable grounds for the probe and transfer.

"Anyone involved in position buying will be dealt with," he said.

But Gen Prawit dismissed as baseless claims by Mr Witthaya that position buying is rife among Bangkok police.

Pol Lt Gen Thesa has been transferred to the Royal Thai Police Operations Centre until further notice.

A fact-finding committee will be set up to look into the allegations against him.
Und weiterhin dürfen die Kriminellen sich selber kontrollieren.
Wohlgemerkt wir haben schon über 3Jahre diese Militärdiktatur die angeblich aufräumen wollte.

Seitdem er sich einen Krankenschein geholt hat sah man nix mehr von Thaksins Vertreter in der Junta
der seine schützende Hand über Thaksins Privatarmee die sich hier Polizei nennt gehalten hat
und immer noch hält.

Nun meldet sich der Chef von Thaksins braunen Ganoven, der unter dieser "Guten" Militärdiktatur
Polizeichef spielen darf:
National police chief Chakthip Chaijinda threatened Wednesdayto sue former Democrat MP Witthaya Kaewparadai for defamation over his allegations about position buying within the police force.

Pol Gen Chakthip said he considered Mr Witthaya's claims highly defamatory, especially the one targeting the Metropolitan Police Bureau.

Mr Witthaya dropped the bombshell when he alleged position buying was rampant in police transfers and promotions involving Provincial Police Region 8, which covers the South, last year. The politician also claimed that position buying was twice as high among city police as in Provincial Police Region 8.

Following the accusations, Pol Lt Gen Thesa Siriwatho, the Provincial Police Region 8 commander, was transferred to an inactive post on Monday and an investigation was ordered into Mr Witthaya's allegations within 15 days.

Pol Gen Chakthip also dismissed as untrue speculation Pol Lt Gen Thesa's transfer was revenge against former protest leader Suthep Thaugsuban who is believed to have close links with the officer.

He insisted the transfer was to facilitate the investigation into the allegation and it did not mean the officer had anything to do with any position buying. According to the police chief, if he did nothing, he would be accused of inaction.
Wer würde schon diese "Polizei" der Inaktivität bezichtigen?
Sie tut keine Polizeiarbeit weil die mühselig ist und nix einbringt.
Aber im Geschäft mit der Kriminalität ist diese "Polizei" sehr aktiv
und leistet einen grossen Beitrag zum Thailändischen Wirtschaftswachstum
und zur Umverteilung.
Es sollte selbst unserem "guten" Militärdiktator inzwischen aufgefallen sein
das sein letzter Polizeichef seit dem Erklimmen des Chefsessels in Rama I
nur im Verteidigungsmodus in der Öffentlichkeit aufgetreten ist
und natürlich in einer unübertreffbaren Arroganz.
Dies nenne ich wirklich einen hervorragenden Kriminalitätsbekämpfer.
Jetzt äfft er seinen wirklichen Boss in Dubai nach und verklagt
jeden der es wagt die Realität zu benennen wegen Diffamierung.

Im Übrigen für mich gehört der Positionskauf zur Thai Polizei.
Das Geschäft mit der Kriminalität läuft derzeit sehr gut,
und wer daran mitverdienen will soll bezahlen.
Das ist eben Freie Marktwirtschaft.

Ausserdem, meint irgendjemand bei der Thai Polizei würde
jemals einer wegen seiner Leistung in wirklicher Polizeiarbeit
befördert?
Höchstens Raus oder ins Kittchen!
Er verdirbt nur das Geschäft!

Die groesste Fehlleistung dieser " guten" Militaerdiktatur ist die versprochene aber nie durchgefuehrte Polizeireform!
Dies war eine zentrale Forderung der Suthepschen Volksmarschierer die taeglich zu tausenden vor dem
Polizei HQ an der Rama I auf dem Skywalk standen.
Dort war ich meist dabei weil es mir nie gelang bis zu den Ministerien oder Government House zu kommen
weil ich noch vor der Rush Hour nach Hause kommen wollte.
Jetzt wo die Junta und ihr Fuehrer immer mehr wegen absoluten Nichtstun in die Kritik kommt
versuchte man es mit einem Befreiungsschlag:
Ministerpräsident Prayut Chan-o-cha hat einen Auftrag zur Einrichtung eines 36-köpfigen Polizeireformausschusses unter dem Vorsitz des ehemaligen Oberbefehlshabers Gen Boonsrang Niampradit mit Zustimmung des Kabinetts unterzeichnet.
Gen Prayut erklärte, das Gen Boonsrang ein ehemaliger Oberbefehlshaber, ein Absolvent der United States Military Academy bei West Point und ein Doktor ist.
General Boonsrang war ein ehemaliger Klassenkamerad des stellvertretenden Premierministers Prawit Wongsuwan in der Klasse 6 der Military Preparatory School und ein Ingenieur Instruktor von Premierminister Prayut Chan-ocha an der Chulachomklao Military Academy.

Abgesehen von Gen Boonsrang, wird zum Polizeireform-Komitee 35 weitere Mitglieder, davon fünf Ex-offizielle Mitglieder, 15 Nicht-Polizei-Mitglieder und 15 Polizisten gehören.

Wenn man in Thailand sicherstellen will dass nix passiert
was irgenwie etwas weiterbringt gruendet man ein Komitee!
Von den 36 Leuten inklusive der Polizisten hat sicherlich
keiner Ahnung von wirklicher Polizeiarbeit
trotz der vielen Informationsreisen in ferne zivilisierte Laender!

Nein es geht auch nicht um die Sache.
So ein Komitee haette Prayuth vor 3 Jahren einsetzen muessen.
Damals haette es eventuell noch Sinn gemacht.
Heute dient es nur noch dem Zeitgewinn und dem Machterhalt.
So tun als ob man was tut.

Wenigstens gibt es in Thailand soetwas:
Police Watch, a people’s network, asked the government Wednesday to review a 36-member committee for police reform saying it does not include representatives who have shown a genuine intention to root out wrongdoing.

The call, which comes after the police accepted the military taking a lead in police reform, casts doubt on the intentions of the panel led by Gen Boonsang Niempradit, former supreme commander and a West Point graduate.

„Police Watch is disappointed to see the list of 36 members because most of them are senior officials who never showed any intent to fight for justice or police reform,“ the group read.

The network also urged the prime minister to examine if anyone on the committee had a conflict of interest. It said it plans to organise a public forum on the issue on July 15 at Rangsit University.

Despite this, national police chief Chakthip Chaijinda said Wednesday he welcomed the appointment of Gen Boonsang.

The newly-appointed head of the police reform committee, General Boonsrang Niumpradit has set his sights on promoting transparency, stamping out the sale of police positions, and improving police efficiency based on various overseas models.

He said the mission was “challenging” and “meaningful”.

“If the police system is not good, people will be the losers. Through this mission, we can improve the system,” he said yesterday.

Boonsrang pointed out that a good system, for example, would reduce the problem of police-position-for-sale – which is blamed for corruption and various other problems in society.

He said that he intended to make it easier to detect irregularities in police transfers and promotions, which would raise the chance of culprits being caught.

“This way, even those who wish to buy or sell police positions would have to think twice. They would face a higher risk of getting caught and prosecuted,” Boonsrang said.

He expressed confidence that he was up to the mission, even if he had no direct background in the police force.

“I can study the matter, although I don’t know all the details from the very beginning,” said Boonsrang, who is a former supreme commander of the Royal Thai Armed Forces.

According to him, there are case studies from 10 nations for Thailand’s plan to reform its police force. The Hong Kong model has proved to be very effective in fighting corruption. The United States, meanwhile, is outstanding in ensuring that police can usually reach a crime scene within minutes.

The Boonsrang-headed police reform committee will convene its first meeting today when four subcommittees will be established.

Boonsrang refused to confirm whether members of the general public would be recruited into the sub-committees.

He said that people could always express their opinions through social media and other methods.

Yesterday, he accepted a book on a police reform road map from Somsri Harn-anantasuk, who represents the people’s network on police reform.

“We may even set up a subcommittee on opinion-gathering and open a website to make it easier for people to have their voices heard,” he said.

Boonsrang said his committee would meet twice a week until solid progress was made. “Then, we may meet just once a week,” he said.

He added that his committee would focus on completing its mission within the nine-month timeframe.

“Our mission would be useful to people and the National Police Office, including its junior policemen,” he said.

Boonsrang shrugged off criticism that his appointment made it appear that the military was going to overhaul the police force.

“If you look into the details, you would find that there are just military officers in the committee,” he said.

Boonsrang also insisted that the government and the National Council for Peace and Order had not given him any special instructions about the mission.
Das Gesülze vom Chef hat er schon drauf!
Ich wäre überrascht wenn wir von ihm in den nächsten 9 Monaten irgendetwas sachdienlich Neues hören würden.
Das Fettgedruckte ist wohl ein Nation Schreibfehler.
Aber von der Police Watch Gruppe ist natürlich niemand dabei.
Eine Polizeireform in Thailand wäre für jemanden aus einem zivilisierten Land sehr einfach:
Es gibt hier relativ klare Gesetze die von der Thai Polizei nur selektiv angewendet werden
und von denen man sich dank Korruption zumindest als Thai billigst freikaufen kann.

Für einen Thai Reformer ist die Sache viel schwieriger:
Dessen Fazit (falls überhaupt eins kommt) wird wahrscheinlich lauten:
Leider sind die im Westen abgekupferten Gesetze mit der Thai Mentalität nicht kompatibel.
Deshalb kommt es ständig zu Missverständissen mit Ausländern.
Da die westlichen Gesetze wohl nicht geändert werden wird es weiterhin Probleme geben.
Vielleicht könnte man die westlichen Gesetze wenigsten anders interpretieren um sie mit
der Thai Mentaität kompatibel zu machen.
Auf jeden Fall sollte man sie in den Thai-nationalfarben anmalen,
sieht auf jeden Fall schöner aus,

National police chief Chakthip Chaijinda denied Thursday that his officers were "dragging their feet" in bringing fugitive Vorayuth "Boss" Yoovidhya to justice after a delay in issuing documents in English seeking the Red Bull scion's extradition.

Pol Gen Chakthip insisted Thursday that police were doing their best to pursue the hit-and-run case against Mr Vorayuth, adding the translation of the extradition request is complete.

He made his comment after the Metropolitan Police Bureau (MPB) last week sent the extradition request to the Royal Thai Police (RTP) Foreign Affairs division for its approval.

These are the final steps required before police can forward the request to the Office of the Attorney-General (OAG), he said.

Pol Gen Chakthip said he instructed the division to expedite its examination of the request and also ordered officers to step up their efforts to locate the suspect's whereabouts.

The extradition request will later be forwarded to the OAG in a bid to have Mr Vorayuth stand trial in Thailand.

Pol Gen Chakthip asserted there was no reason for the RTP to buy time for Mr Vorayuth as it wanted to bring him to justice. However, he admitted the previous delay in translating the extradition request resulted from misunderstandings between the MPB and the division.

On Sep 3, 2013, Mr Vorayuth, known for his lavish lifestyle, crashed his Ferrari into the rear of a motorcycle, killing its rider Pol Snr Sgt Maj Wichian Klanprasert, a Thong Lor traffic officer.

The suspect faced a total of four charges but has already escaped two -- speeding and reckless driving causing damage to other's property -- because their one-year statute of limitations meant those charges expired in Sept 2013.

His frequent trips abroad and claims of illness have been blamed for the delays in the case.
Keiner hat die Absicht den Strassenmörder und Red Bull Erben Erben reinzuholen.
Am wenigsten die Thai Polizei. Schliesslich kann man sich auf die verlassen wenn man genügend bezahlt hat.
Dieser Fall ist ein typischer Fall wie er so nur in einem Bimbo Staat oder eben perfektioniert nur
in Thailand aufgeführt werden kann!
Der Täter wohnt keine 300m Luftlinie von der Polizeistation Thong Lor entfernt und ist seit der Tat
regelmässig dort gewesen und auch bei den Auslandsreisen regelmässig durch die Thai Immi
in Suvarnabhumi gegangen. Er ist auch kein Unbekannter und wegen seines Reichtums
von einer Menge Follower begleitet.
Wenn man also gewollt hätte.....
Wollte und will man aber garnicht. Früher sagte Chakthip garnix und schickte immer seine
Kalfakter vor um zu erklären warum man garnix tut.
Jetzt kam wohl irgendjemand auf die Idee dass man ja einen leistungsmässig total überbezahlten
Polizeichef habe, der auch mal was erzählen könnte.
Gesagt, getan! Chakthip erzählte wieviele Thai Behörden an dem Auslieferungsersuchen
beteiligt seien. Da wird sich schon die Schuld auf jemand anderes schieben lassen.
Am Ende wird man eh die Briten beschuldigen.

The day after That Woman's closing statement in her malfeasance trial, national deputy police chief Srivara Ransibrahmanakul seemed painfully unhappy about something. He said her approximately 900 supporters gathered at the court were well behaved "thanks to the 300 police" he ordered in.

But while he couldn't nail a single supporter for an actual crime, he has their transport dead to rights. He captured 21 taxi and van drivers who drove the fans to the court because they were not licensed to drive in Nonthaburi province where the court is.

Back to the story.

Pol Lt Gen Srivara took 21 malefactors to jail. He mug-shotted and fingerprinted them. He released their full details in an extensive press release which noted that the dangerous scofflaws had violated Sections 27, 39, 128 and all-important 137 of the Land Transport Act of 1979.

They must be punished.

On Thursday, a break in the story of Napapa "Patt" Tantrakul, a B-list soap actress currently in a supporting role in The Saga of Mr X, who is the alleged Lao drug trafficking king Xaysana Keopimpha. Ms Napapa's B-list race driver and husband Akarakit Worarojcharoendet, aka "Benz Racing" and recent owner of a Lamborghini and hot motorcycle from Mr Xaysana, had been sending her massive amounts of money.

Police believe it was drug money -- no other explanation has surfaced so far. Prosecutors say there was no way the extremely attractive and polite Ms Patt could possibly be involved in money laundering. He was obviously just supporting his wife and new baby. Charges dropped.

On Thursday, the first witness hearing was held in the case of The Regime vs Jatupat Boonpattararaksa, aka Pai Dao Din. The prosecutors call him "that man who liked a Facebook post".

Which he did, of course. He fully admits it and it's there on the BBCThai.com website if you need prove it. The "like" was for a biographical news report. It's a report on which 3,000 other people in Thailand clicked like -- but aren't being prosecuted for lese majeste and computer crime with 30 years of free room and board at state expense in the balance.

That's a double standard. But the pursuit and persecu... we always get that word wrong, the prosecution of Pai is in stark, massive contrast to the case of a playboy and bon vivant from a family with 10 dollar billionaires. The chase doesn't even rise to the description of trivial pursuit.

The Yoovidhya family have been aiding and sheltering their precious Boss, birth name Vorayuth, for just under five years. His mother, brother and sister all have been photographed with him at Formula One Grand Prix events and at the front door of their home in London.

On Sept 12, 2012, (the charge sheet and unused arrest warrant say) Mr Vorayuth was a very naughty young man, hitting and dragging and killing a traffic policeman with his Ferrari.

For much longer than police have tracked and arrested Pai multiple times, and his mother once, police have neither tracked nor arrested nor shown any care at all about Boss.

By coincidence, on the exact day last month that Pol Gen Chakthip said he was eager to get his hands on Mr Vorayuth and not a single person believed him, the BBC's iPlayer began broadcasting the reality series Fugitives Cutdowns Edition. It follows and shows how special British and allied police teams track, apprehend and extradite wanted foreigners. They make it look simple -- apparently because it is simple.

In 2016, London's Metropolitan Police Extradition Unit arrested more than 500 foreign fugitives hiding out in the capital.

Pol Gen Chakthip and his crack headquarters staff didn't know where to translate a document into English and now are having a hellacious time figuring out where to send it. They could watch TV. Or try to find the phone number of the British embassy, a huge secret that is 02-305-8333.

Those are the standard ways. It surely is obvious to some and plausible to all the rest that if there were no double standards, there would be no standards at all.
Um die oberen "Fälle" zu erklären:
Den Yingluck Fans geschah deshalb nix weil sie und die Polizei auf der gleichen Seite stehen.
Und die Fahrer wurden deshalb festgehalten damit man den Diktatoren einen "Erfolg" liefern konnte.
Der Thai Freundin des Laotischen Drogenbosses passiert deshalb nix weil er der Hoflieferant für
die feine Thai Gesellschaft war und sie zu dieser feinen Gesellschaft gehört.
Der Facebook Liker ist deshalb so wichtig für unsere Diktatoren weil sie Facebook nicht zwingen können
ihnen unangenehmes zu blockieren.Ein freies Internet ist für jede Diktatur und jeden Unrechtsstaat
ein grosses Problem.
Und unser Strassenmörder aus Thong Lor wird auch weiterhin unbelästigt in Thailand
Ein- und Ausreisen können.
Und den offensichtlich unfähigen weil unwilligen Polizeichef werden wir mindestens bis zum Ende
dieser Militärdiktatur behalten.Er passt so gut zu dieser Diktatur!

Maxime Kempeneer und Noël Borgs, beide 28 Jahre alt aus Hove in Belgien, haben den lokalen Medien erzählt, dass sie einen Tag bevor sie wieder nach Hause fliegen wollten, in Bangkok von der thailändischen Polizei ausgeraubt wurden. Maxime hatte den belgischen Medien erzählt, dass sie zusammen mit ihrem Freund eine Traumreise nach Thailand unternommen hätte, und dabei viele einsame Inseln, atemberaubende Wasserfälle und den Dschungel gesehen hätten.

An dem Tag vor ihrer Heimreise wollten sie sich dann noch einen Tag in Bangkok aufhalten und dort das lebendige Treiben der Stadt erleben. „Was wir dann erlebten, war sehr schrecklich“, berichtet sie den Medien in Belgien.

„An einer Kreuzung in Bangkok hielt plötzlich ein Polizist auf einem Motorrad neben uns und mehrere Männer hielten uns plötzlich fest. Die Männer nahmen uns alle Sachen ab und befahlen uns, mit ihnen zu kommen. Bevor wir wussten wie uns geschah, wurden wir in ein Taxi gezerrt und wie Verbrecher zu einer Polizeistation gebracht“, berichtet sie gegenüber der belgischen Webseite AD.
„Dann befanden wir uns in einem dunklen Raum zusammen mit sieben Polizisten“, berichtet sie weiter. „Einer der Männer zog dabei an meiner goldenen Halskette, die ich vor langer Zeit von meiner Mutter geschenkt bekommen habe. Dabei ging die Halskette kaputt. Ich bin dann vor Angst in Tränen ausgebrochen“, erzählt sie weiter.

„Die Männer drohten uns dann für drei Tage in ein Gefängnis zu stecken, wenn wir sie nicht bezahlen würden. Einer der Männer schrieb dann die Summe von 40.000 Baht (rund 1.000 Euro) auf einen Zettel und schob mir den Zettel rüber“.

„Wir haben dann versucht den Männern klar zu machen, dass wir am Ende unserer Reise sind und nur noch 100 Euro haben. Sie haben uns nicht geglaubt und uns über eine Stunde unter Druck gesetzt. Letzten Endes waren die Männer müde und gaben sich schließlich mit unseren 100 Euro zufrieden. Dann habe ich sie wegen meiner goldenen Kette angelogen und ihnen gesagt, dass sie nicht echt sei. Ich habe die Kette dann zurückbekommen“, berichtet sie weiter.

Wir sind an diesem Tag auf offener Straße in Bangkok beraubt worden“, erzählt sie weiter. „Aber nicht von armen Leuten oder Verbrechern sondern von der Polizei in Bangkok“, fügte sie hinzu. „Es war wirklich eine schreckliche Erfahrung, aber wir lassen uns unseren Urlaub nicht so schnell verderben“.
Der letzte Absatz könnte von der TAT durchaus als Nachfolger des Slogans "Amazing Thailand" genutzt werden.
Er zeigt auch wie preigünstig Thailand in Sachen Kriminalität ist.
Und wo sonst auf der Welt wird man nicht von Verbrechern oder Armen Leuten ausgeraubt sondern
von der Polizei....
Aber leider sind die beiden Belgier total unglaubwürdig:
Schliesslich schreiben die von "vielen einsamen Inseln" in Thailand.
Also entweder waren die noch in Kambodscha oder Burma oder sie lügen im Auftrag des TAT!
